Question:
I NEVER do this but i have seen some people (people i consider sharp dressers), cuff their jeans. When is it OK to do this or is this fashion faux pas? Also what kind of break is acceptable on jeans? Or does that only apply to dress pants: full break, half break, or short break?
Answer:
Regarding cuffing of jeans, I would be assuming you are talking about some people cuffing their jeans once and probably making a wide cuff. It is always fine to cuff your jeans especially when you focus on dark jeans with a lighter colored cuff. I do that with my jeans too.
I will be showing you pictures taken from The Sartorialist
But I have to forewarn that doing this method is not suitable for men who are short since it will make them look even shorter. I have attached a picture of a stylish guy cuffing it pretty wide on his jeans (see picture below)

The trend now actually for jeans is to wear it slim-cut and tapered (pictures below). This is very trendy and makes most men very sleek in their style. Naturally you should be able to carry off the look with the right built. It is definitely not suitable for men who are bulky or heavy.

For jeans, there is actually no issue of breaks. Since jeans is something that is casual, then you can indeed create whatever styles you comprehend as nice.Of course, based on the slim tapered jeans, the jeans end at the ankle area. Or some men just let their jeans end longer than that such that the jeans gather quite a bit meeting against the shoe (please note that I am not talking about those hip-hop style of jeans that hanging so very loosely on a man's hip... that to me is not stylish.)
If you are a man who is bigger in size and bulkier, then you can wear it rugged and the man in the picture below actually cuff it slightly only. Still the jeans is not tight fitting but boot-cut. It makes him look good in it and rugged.

Some men create their own style from the jeans. Check out this who man wore his brown jeans with a sport coat. He cuffed his jeans slightly and wore it with a worn-out brown shoe. Perfect example of ruggedness in jeans.

Yet the man in guy_jeans_UnionSquare.jpg is wearing his jeans in a clean and neat style against his outer coat. But notice both men are wearing their jeans slim-cut.
