It is definitely acceptable to wear a vest and bow tie together with a suit. This need not be worn with tuxedo. I am assuming that you are asking a general question about non-tux vest and bow ties.
Tux should be worn with black vest and satin black bow ties. But if you intend to wear the same black vest and satin black bow ties with a black suit, then I must say it is a totally different thing. A black suit lacks the style of a tuxedo to carry it as nicely as a Tux.
